I disagree that no one could use Rinnegan to the same extent of Nagato, I mean, in terms of versatility, you're right. However, it is clear that Sasuke used his eyes in another degree, that is explicit when we have:
• Sasuke absorbing the chakra of the nine tailed beasts in fractions of seconds, and using that chakra manipulation to adhere the energy to his Susano'o. That feat was so absurd that Kurama compared him to the Six Paths Sage Gramps.
• Sasuke being able to use Chibaku Tensei with another application method, he didn't create any orb, he makes his own target be the gravitational center. Also, he was able to make 9 of them simultaneously (not that it is the limit, it's just the amount he needed to do) and move the already formed orbs [1], like Madara did to make a rain of meteors against Six Paths Naruto and Sasuke. [2]
• Sasuke being able to place his enemies under genjutsu with his newly-awakened Rinnegan eye and channel all of his Sharingan's ability to Rinnegan.
• I could also mention Amenotejikara, he learnt how to use the exclusive ability of his eye just when he awakened it.
All that feats being accomplished with a newly acquired Rinnegan, which is also why he couldn't use 2 Rinnegan abilities simultaneously, as explained by Kurama [3]. The Uchiha for sure has shown more potential than Nagato, but he got his Rinnegan just when Naruto reached its end. You can talk about Boruto, but keep in mind that it contradicts the original content and it has changed authors, if you rather to consider it as canon content or not, it's your own option.
So yeah, Sasuke with low control of his Rinnegan reproduced feats Nagato never even dreamed about. So we could say Sasuke massively overhelms Nagato in quality, and in quantity, Nagato extracts more of the Rinnegan potential (since he's much weaker than Sasuke, he uses abilities that are trivial when compared to Six Paths Sasuke).
